1、29-海事调查官管理规定（29 - maritime ombudsman administration regulations）Regulations governing the administration of maritime investigatorsChapter I general provisionsArticle 1 with a view to strengthening maritime investigation team construction and management, make full use of human resources and rational
2、allocation of maritime investigation, improve the level of maritime survey business, ensure the quality of maritime investigation, these provisions are formulated.Article 2 these provisions shall apply to persons engaged in the investigation of water traffic accidents.Article 3 the maritime bureau o
3、f the Peoples Republic of China (the department of transport and transport) (hereinafter referred to as the ministry of maritime affairs) is the competent authority responsible for the implementation of this regulation.Chapter ii the rank and qualification of the maritime investigation officerArticl
4、e 4 the maritime investigation officer shall be divided into three grades: senior maritime investigation officer, intermediate maritime investigation officer and assistant maritime investigation officer.Each level is divided into foreign and non-foreign-related types.Article 5 qualifications of assi
5、stant maritime investigation officer:(1) holding a maritime administrative law enforcement certificate;(2) having a junior college degree or above in maritime related discipline;(3) to take part in maritime affairs for more than 3 years and engage in water traffic accident investigation and handling
6、 for more than one year;(4) to be properly trained and qualified by the assistant maritime investigation officer;(5) the annual assessment and registration shall be valid.Article 6 qualifications of intermediate Marine investigation officers:(1) holding a maritime administrative law enforcement cert
7、ificate;(2) having a junior college degree or above in maritime related discipline;(3) having participated in maritime affairs for more than 8 years, with the qualification of assistant maritime investigation officer for more than 5 years; Or be engaged in the water traffic accident investigation an
8、d handling work and the senior crew of the ship accumulated over 10 years; Or engaged in water traffic accident investigation for more than 10 years;(4) to be properly trained and qualified by the intermediate maritime investigation officer;(5) the annual assessment and registration shall be valid.A
9、rticle 7 qualifications of the senior maritime investigation officer:(1) holding a maritime administrative law enforcement certificate;(2) having a junior college degree or above in maritime related discipline;(3) participate in maritime affairs for more than 10 years, and have the qualification of
10、intermediate maritime investigation officers for more than 5 years; Or be engaged in the water traffic accident investigation and handling work and the senior crew members of the ship for more than 15 years; Or engaged in water traffic accident investigation and processing for more than 15 years;(4)
11、 to be properly trained and qualified by the senior maritime investigation officer;(5) the annual assessment and registration shall be valid.Article 8 the foreign maritime ombudsman shall have the above level of cet-4 or equivalent; Or quite a level with other foreign languages.Article 9 a senior ma
12、ritime investigation officer may organize or preside over the investigation of all levels of water traffic accidents; The intermediate Marine investigation officer may organize or preside over the investigation of accidents and the following grades of water traffic accidents; Assistant Marine invest
13、igators may organize or preside over the investigation of incidents of accidents at the level of minor accidents.Personnel holding the Marine investigation certificate may participate in the investigation team of all grade accidents.Personnel holding the maritime administrative law enforcement permi
14、t may participate in the investigation of all levels of accidents.Article 10 the investigation of a foreign-related accident shall be organized or presided over by a senior maritime ombudsman or an intermediate maritime investigative officer with a foreign qualification.Chapter iii training, examina
15、tion and certification of maritime investigatorsArticle 11 the training of maritime ombudsman is divided into suitable training and knowledge renewal training. The department has unified the training and examination outline.Article 12 because of maritime business development need, need to increase m
16、aritime ombudsman directly affiliated maritime bureau and the local maritime bureau at the provincial level shall be in the October 31 of each year will demand plan submitted to the maritime safety administration department, ministry of maritime bureau unified, advanced maritime ombudsman training plan. The training plan of the Marine investigation officer of the
