The enclosed template is intended to assist Member States in the preparation of the evaluation report which they have to submit to the Commission no later than 30 June 2010, as set out in Article 50(2) (a) of Decision No 575/2007/EC. Please alw
3、ays use this format, as this is the only way to ensure a homogeneous evaluation across all Member States and for the Community wide evaluation subsequently.You are free to add any further document you think can be useful in the context of this evaluation. If so, enclose them as an annex, but not as
4、part of this template.2. When filling in this template please be as concrete as possible, providing facts, examples, figures, etc. - It is essential that the description can easily be understood by those who are familiar with the RF, but not necessarily familiar with the national programme concerned
5、. Wherever relevant highlight national specificities.3. A maximum length of description is indicated for many items. As far as possible this limit should be respected. 4. The analysis and assessment of the annual programmes under review start with a summary of the most important features of the mult
6、iannual programme and of the programmes approved by the Commission. The reason we ask for this is that we need to have a homogeneous presentation for the subsequent Community wide report. In this context, we think you are the best placed to identify the most relevant features of your programmes.5. W

As the content of this mid term evaluation report is on implementation it is not required to have recourse to evaluation expertise: the report can be prepared by the Responsible Authority itself. However, for

13、aluierung wurde durch die Firma ZACON durchgefhrt. Manche Teile/Fragen im Formblatt fr die Evaluierung waren jedoch derart spezifisch, dass eine Bearbeitung durch die beauftragte Firma in keinem Verhltnis zum Zeitaufwand gestanden wre, der fr das Referat II/3/d dadurch entstanden wre (Erklrungsaufwa
14、nd durch das Referat II/3/d zu hoch und Umfang der Unterlagen fr die Firma ZACON sehr gro) insbesondere da sich die Beauftragung der Firma zeitlich verzgert hat. Leider hat sich gezeigt, dass die beauftragte Firma ZACON die von der Zustndigen Behrde zur Verfgung gestellten Unterlagen / Informationen
15、 und auch die Fragen im vorgegebenen Evaluierungs-Formblatt nicht in dem Mae verstanden hat, dass die Fragen als ausreichend und richtig beantwortet zu werten waren.Es mussten daher alle Beitrge der Firma ZACON von der Zustndigen Behrde unter einem sehr hohen Zeitdruck nochmals berarbeitet werden.* In-house evaluation expertise (for instance, Evaluation department of the Ministry, etc.) : Fr den vom Referat II/3/d bearbeiteten Teil wird die Erfahrung der Programmerstellung und -durchfhrung als ausreichend fr die Fragenbeantwortung erachtet.* Exte
