1、山东农业大学 硕士学位论文 泰安市耕地与基本农田保护分析与对策研究 姓名：秦海彬 申请学位级别：硕士 专业：农业推广 指导教师：东野光亮 2010-12-11 山东农业大学硕士专业学位论文 I 摘 要 耕地是人类赖以生存的物质基础，中国是一个人口大国、农业大国， 耕地数量的多少、质量的优劣直接关系到国家粮食安全和社会稳定。近年 来， 随着工业化、 城镇化进程的不断加快， 农业用地不断转化为非农用地， 耕地总面积、人均耕地面积不断减少并逼近警戒线，中国面临前所未有的 耕地保护严峻形势。因此，必须对中国的耕地和基本农田保护问题进行研 究，探索保护耕地与基本农田的具体模式和运行机制，为政府相关部门制
2、 定切实有效的耕地与基本农田保护政策提供支持， 以便加强耕地与基本农 田保护的力度，缓解人地矛盾，促进耕地资源的可持续利用。 本文运用规范与实证分析法、动态分析法、定性与定量分析相结合的 方法，对泰安市耕地与基本农田保护问题进行了研究。首先，对耕地与基 本农田的相关理论进行了阐述；其次，对泰安市耕地与基本农田保护进行 了理论、实证分析；最后，提出了耕地和基本农田保护的对策。通过分析 研究，得出以下结论： （1）泰安市农用地构成以耕地为主，但人均耕地面积不足，远低于 全国平均水平；泰安市耕地资源在地区之间分布比较均匀，但空间分布差 异明显。 （2）从耕地质量上来看，泰安市农用地的自然条件整体较优
3、，利用 等较自然等、总体等指数偏低，耕地质量空间分布上存在着差异性。 （3）从耕地利用现状来看，泰安市耕地利用中存在一些突出问题， 主要表现在：耕地利用盲目、人地矛盾加大、耕地投入不足、耕地零碎规 模化程度不高。 （4）从基本农田分布及利用状况来看，泰安市基本农田的分布特征 与耕地资源的分布特征是吻合的，地区分布比较均匀，但农民的基本农田 保护意识不强。 泰安市耕地与基本农田保护分析与对策研究 II （5）从泰安市耕地与基本农田利用的动态变化分析结果来看，近几 年来，泰安市耕地面积总体趋于减少趋势，但不同地区、不同年份减少规 模存在较大差异， 减少的耕地主要由农业结构调整占用和各项非农建设占
4、用，耕地保护政策的落实一定程度上缓解了耕地减少的趋势。 （6）通过耕地保有量预测与基于粮食完全自给的耕地需求量预测， 到 2020 年泰安市耕地保有量将小于粮食完全自给的耕地需求量，因此， 现阶段加强耕地保护十分迫切。 （7）保护耕地，一方面，要建立统一的土地登记制度、建立完善土 地管理的法律法规、建立耕地保护的利益补偿机制，这是保护耕地的根本 措施；另一方面，也要采取相关配套措施，如积极盘活存量、加大垦荒力 度、合理调整土地利用结构等。 关键词： 关键词： 泰安市 耕地 基本农田 山东农业大学硕士专业学位论文 III Abstract Cultivated land is the mater
5、ial basis of human survival, China is a populous country, large agricultural country, the amount of cultivated land quantity and quality is directly related to the merits of national food security and social stability. In recent years, with the industrialization and urbanization continues to acceler
6、ate, keep agricultural land into non-agricultural land, the total area of arable land per capita arable land has been decreasing and approaching the warning line, Chinas farmland protection are facing an unprecedented crisis. Therefore, we must of Chinas arable land and basic farmland protection stu
7、dy to explore the specific mode of protecting arable land and operating mechanisms for the relevant government departments to develop effective farmland protection policies to provide support in order to strengthen efforts to protect arable land to alleviate the man-land contradiction to promote the
8、 sustainable use of cultivated land resources. In this paper normative and empirical analysis, dynamic analysis, qualitative and quantitative analysis of a combination of methods, Taian City of arable land and basic farmland protection were studied. First, arable land and basic farmland and related
9、theories were expounded; Secondly, Taian City of arable land and basic farmland protection to the theoretical and empirical analysis; Finally, the cultivated land and basic farmland protection measures. Through the analysis and study, reached the following conclusions: (1) Taian City amount to land-
10、based agricultural land, but the per capita arable land area of less than, well below the national average; Taian City of cultivated land resources more evenly distributed between regions, but significant differences in the spatial distribution. (2) From the farmland quality point of view, Taian Cit

(3) From the current situation of cultivated land use, land use of Taian City, there
