1、湘潭大学 硕士学位论文 抗战时期湖南粮食储运之研究 姓名：潘红石 申请学位级别：硕士 专业：中国近现代史 指导教师：罗玉明 20080516 I 摘 要 “国以民为本，民以食为天” 。粮食作为人类社会生存和发展的最基本的生活 资料，其供给情况直接维系着国计民生，历代中央政府曾予以高度重视。在战争 时期，粮食则更加重要。在这关系民族存亡的抗日战争中，国民政府逐步加强了 对粮食储运工作的管理。国民政府为解决粮食储运问题颁布了一系列的粮食法规、 政策，也进行了一些仓储运输建设。 湖南作为农业大省，粮食产量丰富。自武汉沦陷后，战争烽火波及湖南，湖 南由此变为抗战的主战场之一，并每年承担了繁重的军粮供应
2、任务。因此战时湖 南的粮食管理问题不仅关系到后方的社会稳定，而且关系到抗战的成败。粮食储 运作为粮食管理问题的一个重要内容，湖南省政府在国民政府的宏观指导下，对 其进行了一系列的管理工作，其中又以军粮储运的管理为重点。因战时湖南的特 殊情形，粮食储运管理机构更替变换，经历了湖南省战时粮食运储委员会、第九 战区购粮委员会及第九战区湖南粮食管理分处到湖南省粮政局等机构的变化，其 中以湖南省政局管理时期为主要阶段。在湖南省粮政局管理时期，通过完善粮食 储运管理机构、进一步制定储运管理政策来加强粮食储运管理。在仓储方面，完 善仓库管理机构，大力修建仓库，从粮食的入仓、储粮保管、出仓、仓储的损耗、 粮仓
3、的安全戒备以及仓管人员等方面加强了管理。在粮食运输方面，扩大了粮食 运输机构，加强了对运输机构的管理，改善粮食运输条件，控制粮食运输工具。 湖南省政府通过对粮食储运的管理，为支持全国抗战作出了较大的贡献。但是， 我们肯定粮食储运的管理工作在保证军粮民食、抑制粮价上涨等方面的积极作用 的同时，也必须面对其中的缺陷。当时的粮食储运管理工作的得与失，对我们当 今的粮食安全储备工作仍不乏其借鉴意义。 关键词：关键词：抗战时期；湖南；粮食储运 II Abstract States should put emphasis on serving the community and the community

To address the issue of grain storage and transportation，the National Government promulgated a series of laws，regulations and policies，and carried out a number
6、 of storage transport infrastructure. Hunan，a major agricultural province，has abundant grain food production every year. Since the fall of Wuhan, the flames of war spread to Hunan，then Hunan became one major battlefield of the War of fighting Against Japan and bear a heavy food supply mission for mi
7、nitary troops. Therefore Hunan grain management related not only to the rear of social stability，but also to the success or failure of the Anti-Japanese War. Grain food storage and transportation management was an important part of the problem，the Government of Hunan Province，in the national governm
8、ents macro-guidance，did a series of management work， which focus on the Junliang management of storage and transportation. Hunan， because of the special circumstances in wartime，the food storage and transport management bodies transformed.Hunan Province has experienced wartime food shipped Reserve B
9、oard，the ninth buying food Committee and the ninth Theater management of Hunan to the Hunan Grain Provincial Councils， with the Hunan Provincial Council during the administration as the main stage. In the management of grain during the Council of Hunan Province,through the improvement of grain stora
10、ge and transportation management, storage and transportation management to further develop policies，it enhanced food storage and transport management. In storage, storage management was improved, and warehouses were vigorously built.From the warehousing of food, grain storage，storage of the loss, gr
11、anary and the security，all were done to strengthen the management. In grain transport，grain transport operators expanded and strengthened the transport management in improving grain conditions of transport and control of grain transport. Hunan Provincial Government，through the management of grain st

However， we certainly praise grain storage and transportation in the management of the guarantee Junliang food，such as in inhibiting grain prices rising .At the same time，we must face these deficiencies. 13、and loss of the management of grain storage and transportation left something useful to our current grain security reserves. 15、 日 1 绪 论 一、选题的缘由与意义 国以民为本，民以食为天。农业是国民经济的基础，粮食是基础中的基础。粮 食问题“不仅是一个经济问题，同时也是一个政治社会问题” 。 粮食问题是与社会 安定和政权稳定密切相关的民生问题。在战时，保证民食供应，才能维持后方社会 的秩序。而在现代，粮食问题不仅在生存层面上，而且在发展层面上越来越成为一 个超越国界的吸引人注意的全球性问题。粮食在和平时期有其重要性，而在战时则 更加重要。 列宁指出： “战争是对每个民族全部经济力量和组织力量的考验” 。 抗日战争 是一场持久的消耗战、经济战，是综合力量的较量。粮食是支撑整个抗战的重大经 济力量，足食后才足兵，所谓“
16、兵马未动，粮草先行” 。粮食在战时更见其巨大作 用，只有军粮不断得到补充，军队才有战斗力。 “举凡军实、军粮之接济，在在均 为发挥战斗力量之所系” 。 军粮供应的保证与否，间接影响到军队作战的胜负。如 第一次欧战，德国失败，不在于军事的不利，而在于粮食的缺乏。军粮、公粮、民 食，都离不开粮食的生产、征集、保管与运输，仓储担负着粮食的接收、保管、调 运等重要作用，交通运输在粮食储备供应方面起了重要作用。两者都是粮食管理工 作必不可少的重要环节， 因此粮食储运对支撑作战的作用不可忽视。 蒋介石曾说过： “有粮而无运输工具，即无法使之集中，有粮等于无粮” ， “所以要有效的管理粮食， 必先解决运输问题；运输问题解决之后，粮食问题也就随之而解决大半了” 。 战时的湖南是抗战中正面战场的主战场之一，对抗战有着重大作用。因此良好 的粮食储运系统对抗战有着重要的支持作用，而至今对于抗战时期湖南粮食方面的 研究还远远不够，有关湖南粮食储运方面的研究更是欠缺，有待于我们开发研究。 近年来我国粮食生产逐年增长，连续四年丰收，粮食储备充足，但粮价却有所 上涨。
