2、外项目后评价的产生、发展进行了回顾和总结，系统地阐述了项目后评价的理论基础、方法和指标体系。论文在明确林业生态工程投资建设的目的和作用的基础上，研究林业生态工程投资项目后评价的必要性；依据林业生态工程投资项目后评价的特点，探讨林业生态工程投资项目后评价的内容；以德惠市为例，对三北防护林工程后评价进行实证分析；针对防护林工程建设存在的问题，提出持续开展防护林工程的对策建议。 在理论方法上，本文所涉及的深度尚有不足，很多方面还不全面。在评价指标上，有必要进一步深入研究，建立一套合理、全面、通用的指标体系，并对其数据收集、指标算法尽量进行标准化，这样林业工程后评价才能真正是想起反馈的作用。 关键词：
