1、湘潭大学 硕士学位论文 红色文化遗产及其保护研究以井冈山为例 姓名：韩燕平 申请学位级别：硕士 专业：旅游管理 指导教师：刘建平 20080531 I 摘 要 近年来，红色旅游发展迅猛。红色旅游和红色旅游资源已成为当前的研究热点，研 究成果相当丰富。对红色旅游资源研究成果分析和对红色文化遗产、红色旅游资源、革 命历史文化资源、革命历史文化遗产和红色文物等几个相关概念的辨析，发现红色文化 遗产的概念更加符合学术规范，更有利于遗产保护和红色旅游的可持续发展。 红色文化遗产是我国的宝贵财富，是一类特殊的文化遗产，具有一些独有的特征和 非常重要的保护价值。由于红色旅游的无序开发和红色文化遗产保护意识不
2、强、保护方 法落后、利用效率不高、保护经费不足等多种原因，导致我国红色文化遗产保护状况不 佳，面临诸多问题。面对严峻形势，国家积极倡导建立红色文化遗产保护体系。 要保护好红色文化遗产，必须建立发展的、整体的、社会的、科学的红色文化遗产 保护观，把握红色文化遗产保护的基本原则，理清红色保护文化遗产保护设计的基本思 路，不断进行红色文化遗产保护实践和方法的探索。从长远看，制定文化遗产保护法 是可行的，也是必要的。随着科学技术的发展和保护意识的提高，红色文化遗产保护可 以引进社会保护机制，运用多样化的先进的保护手段，以有效开发和高效利用来促进红 色文化遗产保护。红色文化遗产具备申报世界文化遗产的条件
3、，可以考虑通过申报世界 遗产来实现对红色文化遗产的保护。 红色文化遗产保护管理是红色文化遗产保护和可持续利用的重要环节。借鉴国外经 验，实行红色文化遗产专项普查和登录制度，摸清我国红色文化遗产的家底。实施分级 管理、引导社会公众积极参与和不断完善我国法律法规，尽快实现红色文化遗产保护的 社会化、法制化和标准化。发挥政府管理优势，通过多渠道筹集红色文化遗产保护资金， 引入“非盈利性单位”来经营红色文化遗产。 本文最后进行了实证分析。井冈山是“红色文化”之山，红色文化遗产相当丰富， 通过构建红色文化遗产利益相关者和谐保护模式、成立红色文化遗产研究中心、加强博 物馆的信息化建设和培养专业人才等措施实
4、现红色文化遗产的保护。井冈山具备申报世 界文化遗产的条件。从长远看，可以通过申遗来实现对井冈山红色文化遗产的保护，其 积极意义也是多重的。 关键词：红色文化遗产；保护；井冈山；申遗 II Abstract Red tourism is flourishing in recent years. Together with its resources, red tourism has been a hot subject for present research programs, with abundant research results achieved in this area. Thro
5、ugh a thorough analysis of these research results and a discrimination of the concepts of red cultural heritage, red tourist recourses, revolutionary historical cultural resources, revolutionary historical cultural heritage and red cultural relic, it is found that the concept of red cultural heritag
6、e conforms more to academic standards and is more conducive to the heritage protection and the sustainable development of red tourism. As a special kind of cultural heritage, red cultural heritage is a precious national treasure and enjoys unique characteristics and high protection value. At present
7、, red cultural heritage is not being preserved very well in our country, and various problems have come out due to a disorderly development of red tourism resources, a weak awareness of red cultural heritage protection, backward protection methods, low usage efficiency, lack of protection funds and
8、other reasons. Confronted with this serious situation, the state is vigorously advocating the establishment of a system for protecting red cultural heritage. In order to make an efficient protection of red cultural heritage, it is imperative that we establish a developing, social, scientific and an
9、overall protection outlook, adhere to the basic protection principles, put in order our thinking of protection design, and continuously make protection practices and conduct protection method researches. Whats more, it is feasible and necessary to formulate the Cultural Heritage Protection Law. With
10、 the advancement of science and technology and the strengthening of protection awareness, it is feasible that social protection mechanism be introduced into the protection of red cultural heritage and diversified and advanced protection measures be applied to promote the protection of red cultural h
11、eritage in the direction of highly efficient usage and development of red tourist resources. As red cultural heritage meets the requirements of declaration of world cultural heritage, it is considered that the protection of red cultural heritage be realized through declaring world cultural heritage.
12、 The management of red cultural heritage is an important part of its protection and sustainable development. We should refer to successful experience of other countries and carry out policies of general survey and registration of red cultural heritage to get specific information about its situation.
13、 We should also implement a level-to-level management, initiate a public involvement in its protection and continuously improve relative laws and regulations to socialize and standardize its protection and put it under the rule of law as soon as possible. The advantage of governmental management sho
14、uld be fully taken of, protection funds should III be raised through various channels, and non-profit making units should be introduced into the management of red cultural heritage. Case studied at last in this thesis. Jinggangshan Mountain is a mountain of “red cultures”, abundant in red cultural h
15、eritages. Its protection should be realized through the establishment of a harmonious protection model involving units which share benefits from red cultural heritage, the founding of a red cultural heritage center, the strengthening of the museum informationization and fostering of specialized pers
16、onnel.
