3、商品保管用的支出，而且还会因此加大市场风险；相反，库存量过少，会影响生产经营活动的顺利进行，并且失去市场机会。因此，在企业库存管理过程中，必须采用科学的方法管理和控制库存，在满足生产经营正常需要的情况下，将库存数量控制在最低的水平上，以达到降低成本，提高企业经济效益的目的。李菼（2006）在供应链与物流管理中指出：库存是一种闲置资源，不仅不会在生产经营中创造价值，反而还会因此占用资金而增加企业的成本，但是，在实际的生产经营过程中，库存又是不可避免的，有时还是十分必要的，库存管理的核心就是对库存需要的前提下，保持合理的库存水平，在企业总资产中，库存一般要占到20%40%，库存管理不当会造成大量资
4、金的沉淀，影响到资金的正常周转，同时还会因库存过多而增加市场风险，给企业的经营带来负面影响，因此，必须对库存进行有效的管理。吕建中、王玉、曹留峰（2009）在精益管理中指出精益思想与战略指导下，不能产生价值的工作就是浪费，其中企业物流活动中无价值活动包括：不必要的库存、不必要的物料移动或不合理的物料移动、不合理的流动加工等。马旦华（财经界学术版2014年02期）在仓库管理的全新理念探讨一文中指出：随着市场竞争的激烈日益加剧,仓库管理在整个企业的运行和发展过程中的关键作用逐渐体现出来。仓库实现规范化、合理化管理会对企业的发展提供强大的动力,为企业带来更大的经济效益。在新形势下,仓库管理的理念要不
5、断更新,还应积极应用全新的科技手段和方法来完善仓库与管理,加强仓库的物资管理和财务管理,具有很大的必要性。贾延喜（企业导报2013年01期）仓库管理是企业的一项很重要的管理内容,它可以有效的帮助企业提高经济效应。一个好的仓库管理不但保证了顺利完成生产所需的生产原料的管理,也间接的减少了成本、提高了生产质量。因此,如何去做好仓库管理是一项值得深思的内容。内容摘要库存管理是企业管理的一项重要职能，他不仅直接影响企业流动资金的周转，而且在满足客户服务方面也起着至关重要的作用。过多的库存是魔鬼，它的存在势必占用大量的资金，直接关系到企业的资金占有水平以及资产运作效率。过少的库存又无法满足客户的需求。因
6、此将科学合理的库存管理功能导入企业产销活动过程中，希望以经济有效的方法，及时取得供应组织内部所需之各种活动。而作为企业可能在库存管理容易出现忽略，为了满足客户的需求，一味地增加仓储库存，不必要地提高了库存成本。企业应当提高对库存管理的重视度，建立严格的库存管理制度是十分必要的。企业应当明确库存管理的目标，确定库存管理的原则，设置专门机构或者专门人员从事库存管理工作，建立、健全、完善对物料收、发、存的管理制度。对企业而言，如果能加强库存管理及物料成本控制，必定对提高经济效益起着积极的作用。我国在世界经济发展中起着举足轻重的作用，我国企业也一直是世界经济的主力军，随着全球经济的一体化，高低压成套电
7、器行业发展迅速，现在行业的管理越来越规范、利润水平越来越低、竞争越来越激烈的环境下，国内代表企业有正泰、德力西、华通；外资代表企业有施耐德、西门子、ABB等。作为高低成套电气企业要想立足必须不断加强管理，特别是库存管理，以提高企业的赢利水平、提高市场的竞争力，需要我们不断提高库存管理水平，降低成本。企业要运用科学的管理控制方法来强化企业库存的管理，提高企业的赢利能力及市场竞争力。本文针对上海河村电气有限公司目前的库存管理制度及控制方面进行了简要分析和论证，从“提出问题-分析问题-解决问题”的角度分析了上海河村电气有限公司存在的问题。探讨了加强和完善上海河村有限公司库存管理的对策，以达到提高企业
