1、华中科技大学 硕士学位论文 高新技术产业集群的自主创新机制、模式和效应研究 姓名：张建敏 申请学位级别：硕士 专业：国际贸易学 指导教师：刘海云 20070606 I 摘摘 要要 当前，高新技术产业集群迅猛发展，成为区域竞争力的重要来源。本文首先在 对国内外现有理论和实证研究文献的述评的基础上深入分析了高新技术产业集群与 自主创新的理论联系，指出由于自主创新引致的技术进步通过生产模式的改进、流 通成本的降低和研发与创新成本的下降促进了高新技术产业的集聚。同时，集聚引 致的创新资源可得性加强、集群溢出效应和创新成本与创新风险的降低又将进一步 推动自主创新。由此，笔者提出了高新技术产业集群与自主创
2、新的循环因果链，揭 示出它的“累积”规律。 其次，本文深入地探讨了高新技术产业集群实现自主创新的机制和模式。指出 宏观上的实现机制即创新主体在创新文化下利用创新投入优化创新过程，从而实现 创新绩效的一个过程；微观上的实现机制即为产业集群内下游用户、上游供应商和 制造商互动创新的过程。在综合分析比较自主创新的三种模式的基础上，提出了产 业集群集成创新模式，并深入分析了产业集群集成创新能力的内涵与结构，即宏观 意义上的集技术创新、制度创新和管理创新于一体的新的创新模式。 最后，通过对武汉.中国光谷的案例分析，在介绍光谷自主创新概况的基础上， 深入地分析了光谷的集群式创新体系。从产业集群集成创新的三
3、个方面提出了促进 高新技术产业集群发展的相关政策建议，即：在技术创新方面强调核心产业的选择 与风险投资的完善发展；在制度创新方面强调知识产权保护与政府制度建设；在管 理创新方面突出战略型供应链管理等。 关键词:关键词: 高新技术; 产业集群; 自主创新; 机制; 模式; 效应 II Abstract Nowadays, with quick development, the high-tech industrial clusters have been the important resource of the area competence. This essay first deeply
4、analyses the theoretical relationship between high-tech industrial clusters and independent innovation based on the statements and comments of the available domestic and foreign literatures, presents that the improvement of the production model, the reduction of the transportation cost and the fall
5、of the cost and risk of innovation due to the technical advancement caused by the independent innovation hasten the clusters of high-tech industries. At the same time, the more available of the innovation resources, the spillover effect of clusters and the reduction of the cost and risk of the innov
6、ation caused by clusters will promote the independent innovation more. As a result, this article illustrates the “circulated effect chain” between industrial clusters and independent innovation, posts the rule of “cumulation”. Secondly, this essay deeply analyses the mechanism and the model of the i
7、ndependent innovation realized by high-tech industrial clusters, points out that the macro mechanism is a process that the innovation body uses the innovation input, optimizes the innovation process under the innovation circumstance to achieve the innovation results, the micro mechanism is the proce
8、ss of the mutual interaction innovation of consumers, suppliers and manufactures. On the basis of the synthetic analysis of the comparison of the models of independent innovation, this essay illustrates the connotation and structure of the ability of integrated innovation in the industrial clusters.

14、不竭动力” ， “要从国家长远发展需要出发，制定中长期科学发展规划，集中 力量解决经济社会发展的重大和关键技术问题，有重点有选择地引进先进技术，增 强自主创新能力” ；在 2006 年全国科学技术大会上的讲话中，胡锦涛提出“动员全 党全社会坚持走中国特色自主创新道路，为建设创新型社会而努力奋斗”的历史任 务；2006 年 10 月发表的十六届六中全会公报指出，到 2020 年，构建和谐社会的目 标是“全社会创造活力显著增强，创新型国家基本建成” 。可以看出，对自主创新的 强调将成为我们国家目前和将来经济社会生活的一大主旋律。 提高自主创新能力，可以从国家创新系统、产业集群和企业三个层面入手。国
15、 家创新系统“是由公共部门和私营部门中各种机构组成的网络，这些机构的活动和 相互影响促进了新技术的开发、引进、改进和扩散（克里斯托福.弗里曼，1987） ” ， 因而从某种意义上来说过于复杂和宽泛；企业的创新由于受规模、资金等的限制， 其创新能力也是有限的；而产业集群的创新由于处在一个中观的层面上，既能有效 地发挥自身资源的效用，又能实现较强的创新效能。当前经济全球化蓬勃发展，区 域竞争成为国际竞争的重要形式，而产业集群成为区域竞争力的重要来源。随着新 科技革命的不断推进，产业集群竞争优势正从传统的聚集经济转向创新优势，技术 创新能力和绩效成为产业集群竞争优势的重要来源。 改革开放以来，我国的
16、产业集群迅猛发展，造就了“中国制造”强大的国际竞 争力，但产业集群的进一步发展面临着成本上升与技术创新不足的双重压力，提高 产业集群的技术创新能力和创新绩效是我国产业集群进一步发展的必由之路。在我 2 们大力倡导国家创新体系和提高企业自主创新能力的同时，对于产业集群的关注更 应当加强。我国产业集群急需突破技术、人才的约束，实现从低成本集群向创新集 群的转变，实现产业集群升级和区域经济的持续稳定增长。由于产业集聚的层次越 高，知识外溢的程度就越大，所以，在倡导建立创新集群的过程中，对于高新技术 产业集群的关注就显得尤为重要。探讨基于高新技术产业集群的自主创新效应，深 入分析两者之间的作用机理和模式选择及内涵，并在此基础上提出基于产业集群的 自主创新政策建议等就具有很重要的理论和现实意义。 1.2 国内外文献述评国内外文献述评 关于产业集群的研究开始于马歇尔（Alfred Mashall，1890）关于外部经济和 产业区的研究。20 世纪 80 年代中期以来，国外出现了一些关于新工业区（New Indust
